I own a Rotor 2INPower crankset
This Powermeter produces a FITfile with OCA (Optimal Chainring Angle), among other tracks like Smoothness and Effectiveness.
Smoothness and Effectiveness can be investigated with CDTplugin.
These tracks are shown whenever these tracks are present in the FITfile.

But I do not know how to make the OCA track visible.

I can't find anything like "OCA" values in your .FIT file.
So-called "developer fields" would be proper buckets for this measure - but there aren't any.
You didn't tell us how you obtained the "CSV version" of this .FIT file, though.

The crankset transmits data in ANT+technology to my Garmin Edge 500
But Garmin does not support this model anymore.
On my Edge500 I can only see Power, Cadence, Balance.

In order to view Power, Cadence, Balance, Effectiveness, Smoothness, OCA, I run an application from Rotor on my laptop (Windows 7+ and .NET4.5) with a Bluetooth and/or ANT+ antenna.
The crankset can transmit data to the laptop in Bluetooth, or ANT+ technology.

While cycling I can see live data.
These data are stored in CSVformat on the laptop
The Rotor application on the laptop does not provide a replay function

In the left left corner of the screen you will see a button "Export Fit"
When you hit this button, the CSVfile is converted into a FITfile.
I have always assumed, the contents of the CSVfile was identical to the FITfile.

Obviously it's not. Garmin/Dynastream have built mechanisms to let 3rd parties record and save data into .fit files. Seems that Rotor haven't jumped onot this train yet.

The Rotor2InPower software has more shortcomings
I could have waited until these were put right.
Until I am an old man with a stick, and no bike?

Thanks to the unsurpassed CustomDataTracks plugin I can import the CSVfiles into ST3.
It takes some effort. But the charts are great.
Despite the shortcomings of the software of this crankset, I have now learned a lot more about my pedaltechnique then without the Rotor crankset.
